Virginia grad rates up a bit in second year of exit exams

Virginia's state exams, which became a diploma requirement in 2004, seemed to have no effect on this year's graduation rate, which increased over the last year from 94.2% to 94.6%. State officials credit special tutoring for struggling students with keeping the graduation rate from regressing.
