New Orleans educator to steer Milwaukee special-education overhaul

A professor at Louisiana State University in New Orleans who is an expert in special education has been hired to help overhaul special education in the Milwaukee public schools as the result of a court order on such services. Alan Coulter, who advocates early interventions, said the district should implement a system that includes multiple opportunities to provide timely and effective help to students who are struggling with reading, math or behavioral issues.
