Congress is expected to play a prominent role in shaping climate-change policy next year, even as the battleground for climate rules has shifted to the courts and the Environmental Protection Agency, analysts said. "Regardless of which party is the majority in the House or Senate, attacks on EPA authority to limit global warming will continue and intensify," said Daniel Weiss, director of climate strategy at the Center for American Progress Action Fund.
