Oregon county official seeks tougher animal-cruelty law

An animal control officer in Douglas County, Ore., plans to propose legislation that would make aggravated animal neglect a felony instead of a misdemeanor. The move comes after two horse owners in the area were charged with misdemeanor offense for neglecting their animal.
