Tarmac rule continues to generate debate on cancellations

The Transportation Department says months of data show that steep new fines for lengthy tarmac delays have had almost no effect on cancellation rates -- but the Cranky Flier looks at the same numbers and sees a very different story. "[I]t shows that when airplanes were delayed for two hours on the ground, they were twice as likely to cancel this year than last," he writes.
