TransCanada offers spill-protection measures for $7B pipeline project

The proposed $7 billion Keystone XL oil pipeline would cross an aquifer in Nebraska, and that concerns some legislators, who fear a potential spill. TransCanada, which hopes to build the pipeline, has offered the state spill-protection measures -- including a concrete containment structure to keep oil from mixing with water if there were a spill -- as well as a $100 million performance bond to help allay those concerns.
