President Barack Obama's decision to install a former Department of Defense lawyer as the new chief of the Department of Homeland Security signals a shift in security focus from immigration to cybersecurity, according to this analysis. Pending Senate confirmation, Jeh Johnson is slated to take over the position of Janet Napolitano as DHS secretary.
