If the Obama administration's goal of 500,000 new enrollees in health insurance plans this month is met, it will be because most state-run insurance exchanges are working better than the federal site, Sarah Kliff writes. Some 150,000 people have applied for health insurance through state-run exchanges, while an unofficial estimate puts enrollment through federal exchanges at about 36,000.
