Despite flood risk, many New Orleans residents plan to rebuild

City restrictions are unlikely to prevent New Orleans homes in flood areas from being destroyed if the levees fail again. Still, nearly 75% of New Orleans homeowners applying for federal grants say they will rebuild their homes in flood areas. Some local government officials and watchdog groups say a requirement that new homes must be raised at least three feet to prevent flooding is too low to do much good in a major flood and not needed in less flood-prone areas.
