Feds ease up on some proposals affecting English-language learners

The U.S. Education Department is dialing back some proposed new standards for English-language learners by strongly encouraging rather than requiring two new criteria. Nearly a third of U.S. English-language learners are educated in California, which had strongly objected to the new mandates.
