Kroll plans new credit rating agency to launch in 2010

Jules Kroll, an expert in intelligence and security, is planning to launch a credit rating agency to challenge Standard & Poor's, Moody's and Fitch. The company, which hasn't yet been named, will focus on offering second-opinion ratings on securitized products. Kroll is seeking as many as 20 institutional investors to help him fund the new agency.
