San Francisco balances benefits of public-private partnership

Public access to San Francisco's waterfront has long been intertwined with private development. The city's new Exploratorium is a case in point. It is being developed privately but includes 1.5 acres of public space along the pier. Private developers are often needed for public projects, particular those that require deep pockets.
