California lawmakers draft overhaul of water system

Gov. Arnold Schwarzenegger and state lawmakers are crafting an overhaul of California's water system. If approved, the legislation marks the biggest overhaul of the water system since voters approved the State Water Project in 1960. "We have a system that has just not kept up with the times," said Danny Merkley, a lobbyist for the California Farm Bureau Federation.
