India plans to offer vocational education in high schools

Indian schools could soon offer vocational-education courses for students who don't plan to attend college. Human Resource Development Minister Kapil Sibal said a framework for national vocational courses will be developed by next year. Sibal said only 12.4% of the Indian population age 18 to 24 are enrolled in higher education.
