Washington state sweetens contract offer for Highway 99 tunnel

Washington state is bidding for bidders. With contractors wary of the potential higher cost of a Highway 99 tunnel project, the state is adding a carrot to its contract with an offer of $230 million in concessions. The tunnel, a replacement for the Alaskan Way Viaduct, has been budgeted at $1.96 billion.
