Jobless-benefits claims decrease; economic growth remains sluggish

Applications for unemployment claims fell 6,000 last week to a seasonally adjusted 403,000, the Labor Department reports. The four-week average fell for the fourth week to 403,000, compared with 422,250 a month ago, the department reports. Economists say that while job growth is slow, layoffs are not growing.
