Health-plan options vary widely between exchanges

Though an average of eight insurers are offering policies on the federal exchange used by 36 states, the number varies substantially by state and even within states, and some state-based exchanges have few carriers competing. While New York's exchange has 16 insurers, New Hampshire and West Virginia each have only one. That leads to a wide disparity in the number and quality of plans, insurance experts say.
