State teacher quality data indicate progress still to be made

Data from 39 states and the District of Columbia released by the federal government in response to a request by The Associated Press indicates a wide range in the percentage of core classes taught by "highly qualified" teachers. Most reported at least 80% of their teachers were "highly qualified," with the extremes marked by Alaska, with 16%, and Wisconsin, with 99%.
