Newspaper: Texas charters lag behind public schools

According to a study by The Dallas Morning News, 42% of students in Texas' 235 independent charter schools passed the state assessment test this year, compared with 67% of all public school students. Supporters argue the charter movement is still young and note many of the nontraditional schools serve at-risk students with substantially below grade-level skills.
