Site preparation and contracts and work arranged around a product-line concept are at the heart of a $4.1 billion construction project at Fort Bliss in Texas. Three hundred buildings, totaling 10 million square feet of work and living space, will accommodate an extra 30,000 military personnel and will be built on 3,100 acres. More than 10 miles of natural-gas mains will be needed, 18.2 miles of water mains and 8.6 miles of storm-sewer mains. Electricity and communications will entail 39 miles of copper conductor being installed.
