Falling oil price puts brakes on Venezuela, Iran, Russia

The plummeting price of oil price raises questions about whether Venezuela, Iran and Russia can sustain spending, as well as about foreign and domestic policies that they built on a foundation of oil money. All three countries based their spending on the price of oil that they viewed as conservative but now is close to market level.
