Obama's small-business plan seems to be courting Snowe's vote

The small-business initiatives announced Wednesday by President Barack Obama are close to the heart of Sen. Olympia Snowe, R-Maine, who is seen as a potentially critical swing vote on health care reform. The higher caps on Small Business Administration loan programs Obama announced are similar to the ones proposed by Snowe in legislation she introduced in August.
