South Asian countries buck emission targets

Eight South Asian countries have jointly agreed to refuse legally binding targets on greenhouse gas emissions as part of any agreement reached on a global climate treaty in Copenhagen, Indian officials say. Instead, the countries would like to see a treaty with voluntary reductions for developing countries.
