DOT report: N.J. Transit rail tunnel lacked fiscal oversight

If the New Jersey rail tunnel to New York risked serious cost overruns, it's because the project lacked oversight from the start, according to a report by the Transportation Department inspector general's office. New Jersey Transit launched the plan without a private-sector inspector "despite the benefits and widespread use of integrity monitors in New York and New Jersey," according to the report.
