A recent report found that Americans want the nation's aging infrastructure improved but -- in the face of hard times -- have doubts about coming up with the money to upgrade the nation's highways, bridges and rail systems. Across the country, local officials are shutting down or postponing huge public works projects, partly to help cope with the widening deficits in state, county and city budgets.
