Palestinians offer backup plan to full UN membership

Israeli Prime Minister Benjamin Netanyahu says he would freeze some construction of Jewish settlements in the West Bank if Mahmoud Abbas, president of the Palestinian Authority, agrees to resume direct peace talks -- potentially mediated by Colombia. Should the pending bid by Palestinians for full UN membership fail, negotiators have said they would seek elevation of Palestinian status at the world body from observer to non-member state -- leading to access to international agencies such as the International Court of Justice and International Criminal Court.
