California District Proposes Two-Year Kindergarten Program

The Santa Ana, Calif., school district has proposed making kindergarten a two-year program, as district officials believe an extra year of schooling would help the plight of its majority poor, Spanish-speaking student body overcome difficulties in English before being promoted to first grade. The proposal "appears to be the first attempt in the nation to institutionalize an extra year of schooling for students at risk of failing," according to the Los Angeles Times.
