The Environmental Protection Agency's proposal to impose tougher emissions regulations on the large sea vessels that travel the Great Lakes has sparked a debate between government officials and shipper-friendly lawmakers. The agency is calling on Great Lakes shippers to switch from bunker fuel to more enviromentally friendly fuel. But ship operators and lawmakers argue the move would adversely affect the industry and the economy.
