Kentucky governor balks at Republican gambling bills

Kentucky Gov. Steve Beshear is balking at two gambling bills proposed by state Republicans. The bills would require a vote to allow video lottery terminals at Kentucky's horse-racing tracks through either a constitutional amendment or a local option vote. Senate Minority Leader Ed Worley, D-Richmond, says the bills are political and were submitted to give cover for expanded gaming opponents who feel political pressure.
