Report highlights best practices in teaching English-language learners

Four cities -- St. Paul, Minn., San Francisco, Dallas and New York City -- illustrate best practices to improve achievement among English-language learners, according to results from a recent report on English-language learning in urban schools. Researchers looked at performance for third- and fourth-grade students over a four-year period on state reading exams and found districts that were successful had strong central oversight, used student data well and offered ELL training to teachers.
