Republicans question distribution of carbon permits in climate bill

Sens. Lisa Murkowski, R-Alaska, Bob Corker, R-Tenn., and George Voinovich, R-Ohio, have cited concerns over a provision in the House-approved climate bill that gives lawmakers the power to decide on allocations of carbon-emission credits among regulated sectors and trade organizations. Murkowski warned of an impending clash should the Senate decide to adopt the House's stand, while Corker said he would back the bill only if the government sold all the permits and returned the money to taxpayers. The three senators are considered "fence sitters" who could be won over to reach the 60-vote mark needed to overcome expected Republican opposition, according to an analysis from E&E.
