Advocate for plan sponsors, participants named by PBGC

For the first time in its history, the Pension Benefit Guaranty Corp. has appointed an advocate for plan sponsors and participants. As part of her duties, Constance Donovan, previously a lawyer in the Treasury Department general counsel's office, will be responsible for recommending changes in legislation, dealing with disputes with the agency and submitting an annual report to Congress.
