An anticipated 2% increase in funding from the local government will not bridge the budget deficit of $140 million for the Fairfax County, Va., public-school system. The county's superintendent, Karen Garza, presented the school board with her proposal offering 50 recommended cuts, including 1,722 staff positions, increases in class sizes, a participation fee of $100 per student per sport, and the elimination of the foreign-language program in the district's elementary schools.
