Preliminary Edison Plan For Philadelphia Schools Would Involve Private Takeover

For-profit Edison Schools would take over management of the Philadelphia school district and the city's Board of Education would be abolished under a preliminary plan proposed Oct. 22 by state Gov. Mark Schweiker to Philadelphia Mayor John Street. School board members were opposed to the idea and complained that they weren't consulted enough on the proposal.
