Ontario vocational teachers fear literacy test could alienate some students

Some educators say the province's mandatory 10th grade reading exam is "inhumane" for special needs students. Ontario Secondary School Teachers' Federation President Earl Manners says requiring special needs students to take the test is akin to "throwing our most vulnerable students to the wolves."
