Economists favor infrastructure spending over rebate checks

Economists are suggesting that a second economic stimulus package should have the government investing in infrastructure projects instead of handing out rebate checks to taxpayers. One economist likened the rebate checks sent out earlier this year as giving the economy a "sugar high." Spending on infrastructure projects, however, will need to focus on needed projects and repairs, the economists said.
