Construction starts fall 12.8% through September

The year-to-date value of construction starts through September 2009 has declined 12.8% from year-ago levels, according to Reed Construction. However, construction starts averaged 5% higher from July through September than in the same period last year. Meanwhile, current forecasts predict that construction spending will decline in the winter and slowly gain ground next year.
