NCLB proposal does not address restraint, seclusion in schools

Guidelines to address the restraint and seclusion of students with disabilities in schools were not included in the latest proposal to revise No Child Left Behind, which was approved by a Senate panel Friday. Sen. Tom Harkin, D-Iowa, who crafted the proposal, said he has been unable to gain bipartisan support on the issue but plans to include it in a later version of the bill that will be considered by the full Senate.
