New York City has inadequate funds to meet many requests made to its "Build It Back" program, designed to provide rebuilding assistance or reimbursement for repairs to Hurricane Sandy victims, according to city officials. The city needs about $2.6 billion for the program, while $648 million has been allocated so far, officials said. "We don't know how much money we are going to get. We got $1.8 billion [in grants from the Department of Housing and Urban Development]. We know that's not going to cover everybody or even going to be close," said Cas Holloway, a New York City deputy mayor.
