Ore. illegally restricted worker e-mails, state board finds

Oregon's Employment Relations Board has ruled that the state violated labor laws and a union agreement when it temporarily stopped workers from using their work e-mail to discuss union-related issues. "Email has become an essential part of today's workplace, surpassing yesterday's bulletin board, water cooler, and mail room," the board said in its order.
