States scale back participation in dual-eligibles project

State health care officials have delayed, dropped or reduced participation in a demonstration project meant to lower costs for people eligible for both Medicare and Medicaid by coordinating their care. Most states that did participate chose a capitated pay model instead of a managed fee-for-service model, and some that dropped out cited low payment rates as a reason.
