U.S. should encourage fracking, horizontal drilling through regulation

The federal government should encourage hydraulic fracturing and horizontal drilling as such drilling techniques would help the country strengthen its energy security, write Don Smith, director of the University of Denver Sturm College of Law's environmental and natural resources program, and Rebecca Watson, who practices land-access and energy law as a shareholder with Welborn Sullivan Meck and Tooley. There are environmental and health risks associated with fracking and horizontal drilling, but the "reasonable response is sensible regulation, at both the federal and state level, rather than wholesale bans," Smith and Watson write.
