New York Eighth-Graders Struggling With State Tests

Nearly two-thirds of eighth-graders in New York state failed to meet standards on annual math and reading exams administered last spring, raising questions about the difficulty of the test. The performance on the reading exam was nearly as troubling: statewide, 55.1% of eighth-graders failed, the same percentage as in 2000.
