Ground has been broken in Phoenix on a $900 million development that will cover three city blocks. The project is expected to bring retail, new residents and 2,500 full-time jobs to the the heart of the city. "This will be a catalyst for other projects (in) downtown and will support existing businesses downtown," Mayor Phil Gordon said. The first phase of the development will open November 2009, with construction continuing on other phases through 2011.
