European leaders debate forming group to tackle crises

Leaders in Europe, including presidents and ministers, are discussing the idea of establishing a permanent, high-level group with the purpose of tackling financial crises. French President Nicolas Sarkozy sparked a battle by suggesting that the group have a permanent chairman. Some nations, including Germany, Luxembourg and the UK, are expected not to embrace the proposal.
