President declares H1N1 flu outbreak a national emergency

President Barack Obama on Saturday declared the H1N1 flu outbreak a national emergency. The declaration gives HHS Secretary Kathleen Sebelius the authority to circumvent federal rules to allow for the establishment of alternative care locations, including offsite hospital centers at schools or community centers, to hasten treatment and protect non-infected patients. Administration officials said the move was a pre-emptive one to facilitate smoother decision-making during the pandemic.
