Can Huawei learn to innovate?

Chinese tech giant Huawei reported revenue of $28 billion last year, but industry watchers say it's struggling to establish an innovation pipeline to rival those of Western companies. Still, Huawei is investing heavily to develop a university-like headquarters staffed with dedicated, creative workers. "They are not quite there yet, but it's a matter of time. It's a scary proposition if you are Cisco, Juniper, Alcatel-Lucent," says Ray Mota of ACG Research.
