Consumers would benefit from federal regulator, say lawmakers

Some lawmakers believe a federal insurance regulator will create more industry competition and ultimately benefit consumers. Sens. John Sununu, R-N.H. and Tim Johnson, D-S.D. have reintroduced legislation that would create an optional federal charter for insurers. Insurers are split on the issue.
