Changes imminent for California's workers' comp system

The workers' compensation system in California can expect numerous changes as the state enacted new laws and saw new court decisions. Although state regulators opposed any rate increases, existing premium levels are not commensurate to insurers' actual losses, prompting the Workers' Compensation Insurance Bureau to push for 22.8% rate hike.
