Despite the long odds, New York Republicans are pinning their hopes on Michel J. Faulkner, a conservative African-American minister, to wrestle away a House seat from its long-standing Democratic occupant, Rep. Charles B. Rangel. Faulkner, a Republican, had raised $142,000 to Rangel's $2 million as of Oct. 13.
